Nope, only 3 times. As soon as you run on 4th down and get down, assuming short of the 1st down, the clock stops for the turnover on downs. You certainly don't do that there in that field position.
I guess I'm special needs: then what is Victory Formation???? Team A has the lead and the ball.......Team B is out of time outs and the OL and DL line up 2 times and shake hands and Team A wins.

Here was the sequence - please remember Buffalo had 3 timeouts:
1st down - run - Buffalo timeout
2nd down - run - Buffalo timeout
3rd down - pass, incomplete - clock stopped
4th down - punt
IF 3rd down had been a run, as we all concur it should have been, the sequence would have been this:
1st down - run - Buffalo timeout
2nd down - run - Buffalo timeout
3rd down - run
- IF 1st down gain, Buffalo timeout, but then Victory Formation to end the game
- IF no 1st down gain, Buffalo timeout with roughly 45 seconds to go
4th down - punt
- IF you run it here on 4th and DO NOT gain the 1st down, the clock stops when the ball is down, which would have given Buffalo 30+ seconds with the ball somewhere within the 15 yard line.
