Personally, I’d take this list, sort by winning percentage, and consider anyone with a good percentage who has coached more than 20 games and who is not looking to retire in the next 10 years.

But the reality is that as an OC at an SEC school, which he'd easily get, he'd keep his value high.
If UMass wants a coach with FBS head coaching experience, it will have to be someone at rock bottom.
If they go with a FCS coach, it should be someone who knows the MAC region. There will always be transfers, but the bulk of the team is going to have to come from regions that produce players.
He really looks like a great hire. His background is special teams too...Not too young or old, on the way up, knows the area.
