I was being literal. It sure as hell is looked at as if it were a business, of course.
The point is that success will bridge the budget gap but it is extremely unlikely it will ever end up even or at a profit. It's almost always going to remain subsidized. Scrutinizing that doesn't make a lot of sense unless you have an axe to grind against the department or University overall.
