You're spot on when you say Cal leaving hurts the entire conference.
Who should take that job? A head coach from a minor program who wants to build up his resume, or a promising assistant who wants a shot at the big time.
But that person is going into a crappy situation. There's almost nowhere to go but down after you follow Calipari. New guy isn't likely going to be able to recruit the same caliber players, which will translate into less wins, which translates into erosion of fanbase support, which then puts you on par with any other C-USA school.
As I said before, I really don't think Tony should try to pursue that job. Since he served on Cal's staff, expectations will be that he'll be able to maintain his level of success, whether or not that's true/fair. The only other thing that could make that situation worse is if his AD was Bob Marcum.

They want a big name already proven successfull coach.
Whether they can get one or not is a different story. The type they want would almost have to be taking a step down in conference rankings to coach Memphis.

I would offer the job to the Missouri head coach.He beat you in the tourney playing your up tempo style better than you did.He has the same exctiing brand of basketball they are now spoiled with.
He has also been rumored to be in the Georgia mix.Memphis could throw more cash than both those other 2 and have a nice fit with the current roster and recruits.

I think Mike Anderson would have been awesome at Memphis and awesome at a lot of places, but it looks like he's staying in Columbia. he's a helluva coach
i wouldnt be surprised to see Memphis go after Sean Miller - a young guy who has had success building a program in a lesser conference.
I'd be surprised if Andy Kennedy gets a job of this caliber given that he's not too far removed from his legal issue

You also have to consider that Louisville, marquette, cincy and to a lesser extent Depaul and charlotte were involved pre-2006.

I think the A-10 is better than C-USA, but they're both stuck below the BCS's.
I don't see Miller taking that job. He genuinely seems happy at Xavier. Pitt would make sense down the road, but that could be a while with the job Dixon is doing there.
