Lives on the Hill and could only get a permit for Lot 11? That seems ridiculous. Isn't the purple lot 49 right there for only students who live on campus? If I remember correctly, purple costs more than yellow, so maybe he went with the cheapest option and that was the only available yellow.
I don't think universal parking would be the best move, but I do think universal within the different color lots would be a good step in the right direction. Maybe with an exception for the Red and Blue lots so staff and faculty would have preference on the buildings near where they'd be all day. Allowing for students to get a different lot based on what classes they have that day seems like a no brainer. I would have quite enjoyed that back when I was a student and lived off campus. Had to park in Green lot 25 the whole time, but had classes right near 34 and 27.
