Woulda, shoulda, maybe coulda, but didn't happen.
There's a lot of points throughout UMass history where maybe they were in the wrong place, the wrong time, , wrong political environment, made the wrong decision, or didn't put themselves in a favorable or opportunistic position.
They also made some really good decisions to stick around for 156 years and grow to where they are today. So it is what it is.

It's annoying, for sure. Even more so when you factor in kids with a chance for the NFL skipping these meaningless bowl games. The running back from BC, who is pretty darn good, is the latest example.

ESPN certainly does. Even the crap bowls can draw well over one million viewers. Gamblers probably also care - the expansion of legal sports books may also grow that viewership number.
Some of the matchups are intriguing. The last game for the Washington head coach is against his former Boise State school that he made famous. Lower-tier bowls with two Power Five schools always intrigue me for some reason.
